8.5. ANNUAL SALARY INCREMENT AND COMPETENCIES

8.5.1 Constable

(a) A member shall commence on the minimum point in the Constable salary range after completion of the Trainee Course and being appointed as a Constable except for cases referred to in subclause 8.3.

(b) (i) Advancement to the next salary point (2nd) will occur after 12 months subject to successful completion of a probationary period and satisfactory completion of the performance assessment in accordance with subclause 8.4 - Performance Assessment.

(ii) On successful completion of a probationary period and successful completion of the Performance Assessment in accordance with sub clause 8.4 a member who has successfully completed a Bachelor of Social Science (or equivalent approved by the Commissioner of Police) prior to being appointed shall advance to Level 3.

(c)(i) Advancement to the 3rd, 4th, 5th, 6th, 7th, 8th 9th, 10th, 11th and 12th salary levels will be on the subsequent anniversary dates, subject to the review in accordance with subclause 8.4 - Performance Assessment.

(ii) Advancement to the 13(i) salary level will only occur after being on Level 12 for 12 months and:

a) Attaining the Sergeant Qualifying course; or
b) successful completion of tertiary qualifications approved by the Controlling Authority.


(ii) Advancement to salary level 13(ii) will only occur after being in Level 12 for 12 months and;

a) Attaining the Sergeant Qualifying Course; and

b) Successful completion of tertiary qualifications approved by the Controlling Authroity.

(d) A member who has gained one of the competencies in subparagraph 8.5.1(e) shall receive an allowance of 100% of the difference between the member's applicable substantive salary point and the next salary point within the Constable range (up to and including level 12) for each competency. The allowance will be paid for the duration of the member's appointment to positions where competencies are payable. A maximum of two (2) competency allowances may be paid concurrently, being one primary and one secondary competency.

(e) Competencies:

(i) Search and Rescue

Permanent;
Has successfully completed the Search and Rescue Course and further training in Helicopter Rescue and Coordination, and one part of Land/Bush Rescue, which includes Vertical Rescue or Diving and is appointed to Search and Rescue in a full time position, and remains appointed to that position.

Secondary;
Has successfully completed the Search and Rescue Course and is appointed to Search and Rescue and remains appointed to that position.

(ii) Specialist Group

Permanent:
Has successfully completed the Specialist Capability Group Training and is appointed to the Specialist Capability Group, and remains a member of that Group.

Secondary:
Bomb Response Group - competency is payable when member has successfully completed the Bomb Technicians Course and is appointed to the Bomb Response Group, and remains a member of the Group.

Negotiator Unit - competency is payable when member has successfully completed the state based negotiators course and is appointed to the negotiator unit, and remains a member of the Unit.

Special Operations Group - competency is payable when the member has completed the Special Operations Group Induction Course and is appointed to the Special Operations Group, and remains a member of the Group.

(iii) Crime Scene Examiner
Has been appointed to Forensic Services and had successfully completed the workbook and is declared competen, and remains appointed as a Crime Scene Examiner.

(iv) Expert
Has been appointed as an expert in Fingerprints, Ballistics, Photography, or Handwriting and remains appointed to that position. to be considered an expert requires five (5) years cumulative experience in one of the fields.

(v) Detective
Has been appointed and remains appointed, to a CIB or Drug Investigation (DIS) position and has completed the Detective Training course or Drug Investigation Course. Failure to satisfactorily complete the workbook or meet the CIB or DIS requirements may result in action pursuant to clause 8.4.6.

(vi) One Member Station
Has been or is appointed to a one member station and remains appointed to the positionm or has been or is seconded to a one member station for an aggregate of a minimum of 12 months and remains seconded to the postion.

(vii) Accident Investigation
Has been appointed, and remains appointed to the Accident Investigation Unit and has successfully completed training or is deemed competent by an experienced Accident Investigator and undertakes Accident Investigation duties for a minimum period of six (6) months.

(viii) Boat Handling Certification
Has a Master V Certificate and/or Unrestricted Coxswains Certificate and has been appointed and confirmed in a Marine position where these skills are part of their duties and remains appointed to the position.

(ix) Dog Handler
Has successfully completed training required of a Dog Handler and who is appointed as a Dog Handler, and remains appointed as a Dog Handler.

(x) Prosecution
Has been appointed , and remains appointed to Prosecution Services and completes the first stage of the Prosecution Course (3 weeks). Failure to satisfactorily complete the course or meet the prosecution requirements may result in action pursuant to clause 8.4.6.

(xi) Academy Instructor
Has been appointed, and remains appointed,as an Academy Insturctor as their primary role and undertakes duties that include instruction.

(xii) Operational Skills Instructor
Has satisfactorily completed the Operational Skills
Instructor's Course and has been appointed and remains appointed as an Operational Skills Instructor.

(xiii) Crime Management Unit Member
Has been appointed, and remains appointed to a position in a Crime Management Unit and it is certified by the supervising Sergeant that the member has achieved competency.

(xiv) Radio Dispatch Officer
Has successfully undertaken training required and assessment and is appointed and remains appointed to Radio Despatch Services.

(xv) Other Competencies
Has other skills and qualifications approved by the Controlling Authority in consultation with the Police Association of Tasmania.

(f) The provsions in 8.5.1 (d) and (e) will applly to 30 June 2010.

(g) With effect from 1 July 2010, the Commissioner will approve those competencies that will remain with only major competencies to remain and other competencies to be removed. In approving the new competencies, consultation and agreement will occur with the Police Association of Tasmania.

(h) Qualifications

A member who has gained one of the following competencies in sub-clause in 8.5.1. (h) (i) - (iii) shall have accelerated advancement by one salary level in the Constable range for each of the following qualifications:

(i) has successfully completed QP1 and QP2 for Sergeant level.

(ii) has successfully completed Sergeant Qualifying or 150% of the Bachelor of Social Science (Police Studies) or equivalent tertiary qualification approved by the Controlling Authority.

(iii) Has successfully completed the Bachelor of Social Science (Police Studies) or equivalent tertiary qualifications approved by the Controlling Authority.

8.5.2 Sergeant

(a) On promotion to the rank of Sergeant, a member shall commence on the Sergeant Level 1 unless otherwise approved by the Controlling authority. Advancement to Level 2 will occur after probation (if applicable) and confirmation of this appointment. The Member will advance to the 3rd, 4th, 5th and 6th salary points on each anniversary date of that appointment, subject to the review outlined in sub-clause 8.4 - Performance Assessment.

(b) A member who has successfully completed a Bachelor of Social Science (Police Studies), or equivalent approved by the Controlling Authority, prior to being promoted shall commence on Sergeant level 2.  Advancement to level 3 will occur after probation (if applicable) and confirmation of this appointment.  The Member will advance to the 4th, 5th and 6th salary points on each anniversary date of that appointment, subject to the review outlined in sub-clause 8.4 - Performance Assessment.

(c) A member who has successfully completed Inspector Qualifying shall have accelerated advancement by one salary level in the Sergeant range.

 (d) A member who has successfully completed tertiary qualifications approved by the Controlling Authority shall have accelerated advancement by one salary level in the Sergeant range, provided that advancement in accordance with clause 8.5.2 (b) has not already occurred.

 (e) Advancement to level 7 (i) will only occur for a member who has been at level 6 for 12 months and has successfully completed the Inspector Qualifying Course or approved tertiary qualifications.

(f) Advancement to level 7 (ii) will only occur for a member who has been at level 6 for 12 months and has successfully completed the Inspector Qualifying Course and approved tertiary qualifications.

 (g) A member relieving on higher duties allowance at the rank of Sergeant shall be paid Sergeant Level 1 as prescribed at subclause 8.1 - Salaries with the exception of members at Constable level 13 (ii) who shall be paid at Sergeant level 2 when relieving on higher duties.


8.5.3 Inspector

(a) On promotion to the rank of Inspector, a member will commence on level 1.  Advancement to level 2 will occur after probation (if applicable) and confirmation of this appointment.  The member will advance to the 3rd, 4th and 5 (i) salary points on the anniversary date of that appointment subject to satisfactory performance outlined in clause 8.4 - Performance Assessment. 

 (b) A member who has successfully completed a Bachelor of Social Science (or equivalent approved by the Controlling Authority) prior to being promoted shall commence on Inspector level 2. Advancement to level 3 will occur after probation (if applicable) and confirmation of this appointment.  The member will advance to the 4th and 5 (i) salary points on the anniversary date of that appointment subject to satisfactory performance outlined in clause 8.4 - Performance Assessment. 

 (c) Advancement to level 5 (ii) will only occur for a member who has been at level 5 (i) for 12 months and has successfully completed tertiary qualifications at Graduate Diploma level (or equivalent) approved by the Controlling Authority.

 (d) Where a member at the rank of Inspector is required by the Controlling Authority to undertake a specific project in addition to their normal duties the Controlling Authority may authorise payment of an allowance up to a maximum of the difference between the substantive salary of the member and the salary for a Commander specified at clause 8.1 - Salaries, inclusive of the shift and penalty allowance for Commanders at clause 20.4.  The payment of the allowance shall be for the duration of the project or additional duties.    

(e) A member relieving on higher duties at the rank of Inspector shall be paid at Inspector Level 1 as prescribed at sub-clause 8.1. - Salaries.


8.5.4 Commander

(a) On reversion from a fixed rank of Commander, for those eligible as specified in their Instrument of Appointment, the salary level in sub-clause 8.1 applies.

(b) A member relieving on higher duties at the rank of Commander in accordance with 9.1. shall be paid the salary level for Commander in sub-clause 8.1
